The attacks took place across Tuen Mun, Yuen Long and Tin Shui Wai between 1 am and 5 am on Wednesday. Three people were wounded and two of them were left unconscious.
It is understood that among the arrestees, at least nine are from Tuen Mun-based Sun Yee On and eight are members of rival gang Wo Shing Wo from Yuen Long.
Sources said an argument erupted between the head of Sun Yee On and a gangster from Wo Shing Wo over a woman at an entertainment premise in Yuen Long on Tuesday night but the scene avoided escalating into a fight.
Sun Yee On then headed to Yuen Long trying to seek revenge and despite ending on bad terms, they also avoided a fight.
Wo Shing Wo later sent two vehicles to Tuen Mun to intercept a Benz sedan, kick-starting a night of knife attacks.
Sun Yee On subsequently responded with the following two attacks in Yuen Long and Tin Shui Wai, triggering a series of crashes and assaults in just four hours.
Officers from the New Territories North anti-triad unit soon arrested the Sun Yee On head in Yeung Siu Hang Tsuen as well as other involved gangsters. A total of 21 people were arrested as of Thursday morning.
Police also raided a number of triad-backed entertainment premises in Yuen Long late Wednesday night, including two mahjong parlors on Pau Cheung Square. Yet, no further arrests have been made.
Police said the operation is ongoing and they may make more arrests.
