A 61-year-old woman and a 63-year-old man were arrested on Cheung Chau Island over two days for allegedly committing a sex act outraging public decency on a public pier, following a police report on October 29 and widespread online outrage sparked by a circulating video.
Police officers from the Cheung Chau police district launched an investigation after receiving the initial complaint about suspicious behavior on the island's public ferry pier.
The woman was detained on Wednesday, and the man on Thursday; both have been released on bail pending further inquiries and are required to report back to the police in late November.
Authorities emphasized that the offense carries a maximum penalty of seven years in prison upon conviction and pledged increased uniformed and plainclothes patrols to deter similar incidents, urging the public to abide by the law.
The case gained attention after a short clip spread rapidly on social media, showing a man seated on a bench at the Cheung Chau Public Pier with his hand inside the skirt of a woman lying beside him, later bending down twice to place his head under her skirt for several seconds while she turned her head intermittently without apparent resistance.
Viewers condemned the conduct as highly inappropriate and called for immediate police intervention.
