The Education Bureau (EDB) announced on Thursday that Saint Francis University will be granted a land parcel on Man Lai Road in Tai Wai at a nominal premium to develop a new purpose-built campus dedicated to full-time, locally accredited self-financing post-secondary programs.
The allocation marks a significant step in expanding Hong Kong’s higher education capacity, according to the bureau.
An EDB spokesperson emphasized that the new campus will bolster the self-financing education sector, enhancing both quality and capacity to support Hong Kong’s vision of becoming an international post-secondary education hub.
The decision follows a competitive evaluation process conducted by the Committee on Self-financing Post-secondary Education (CSPE), which assessed proposals from three eligible applicants between December 2024 and March 2025.
The CSPE advised the Secretary for Education based on the institutions’ academic development plans and site proposals, ensuring a fair and transparent selection.
