Two clips were posted online showing a 10-year-old boy on an e-scooter on the road, with another boy being a passenger.
In the first clip, recorded shortly before 1 p.m. yesterday (Apr 28), the teenager is driving an e-scooter with a boy as passenger, driving along Hoi Wong Road into Hoi Wing Road.
Both boys were not seen wearing helmets, and there were bikes and sedans on the road, so if accidents were to occur, they would not suffer light injuries.
The next video was 13 seconds long, and the e-scooter was seen driving towards Kin Shing Lane with the same passenger and mounting the pedestrian walkway.
Netizens commented on these two videos, stating that they thought Hong Kong did not allow e-scooters, with other netizens replying that the police do not conduct strict enforcement actions against electronic mobility devices.
Under the current law, using unregistered or licensed electronic mobility devices on public or private roads may be a violation. Since the government has never issued such vehicle licenses, using them is illegal.
Hong Kong laws stipulate that anyone who uses unregistered and unlicensed electric portable tools on the road may violate the Road Traffic Ordinance and other relevant laws. Upon conviction, the maximum penalty is a fine of $10,000 and imprisonment for 12 months.
