The SAR government has proposed the installation of camera systems in all taxi compartments by 2026.
According to documents submitted by the Transport and Logistics Bureau to the Legco's Panel on Transport, authorities are proposing amendments to relevant legislation, mandating taxis to be equipped with cameras in taxi compartments, dashcams, and GPS navigation systems. All taxi drivers must also accept electronic payment methods.
Authorities believe that installing surveillance systems in taxis will help deter and combat inappropriate behavior by taxi drivers, enhance safety, and protect the rights of both drivers and passengers in case of disputes, ultimately improving the quality of taxi services and their overall image.
The SAR government, meanwhile, said taxi owners could access and retrieve video recordings captured by the cameras and satellite positioning data through service providers to help in the daily management of taxis, as well as handling insurance claims in the event of a traffic accident.
Emphasizing the importance of privacy protection, the Transport Department will actively engage with the Privacy Commissioner for Personal Data to develop relevant guidelines, provide training for drivers, and enhance education and awareness efforts, the document read.
