President of the Legislative Council Andrew Leung Kwan-yuen declared “23” as Hong Kong's lucky number this year during a speech on Friday afternoon, claiming it will lead the city to rapid economic development and a peaceful and contented life for the people.

His comment came during a spring luncheon held by the Legislative Council at noon today, which saw nearly 200 people, including Chief Executive John Lee Ka-chiu, government officials, and members of the Legislative Council.
In his opening speech, Leung said that today is February 23, and when Legco hears "23," they will get excited and work hard for Hong Kong's economy and development.
He also mentioned that last year, the Legislative Council football team played a friendly match against the government football team, with Secretary for Security Chris Tang Ping-keung wearing jersey No. 23, leading the government team to win with a score of 3 to 2.
Leung also said that in Chinese culture, the dragon symbolizes auspiciousness, wisdom, and strength, pointing out that the dragon is a unique mythical beast that can swim and fly out of the water, which means it is good in all facets, has strong vitality, and has a vast space for its activities.
He pointed out that Hong Kong is the pearl of the Oriental Dragon, and with the country's strong support, it has excellent conditions and development momentum.
Diversification and a broader development space can further demonstrate the charm and energy of the dragon.
In the new year, he wished citizens vitality, Hong Kong's political system and people to be harmonious, all industries to prosper, and the country to be auspicious and prosperous.
