Woman arrested for suspectedly doxxing pet seller over kitten’s health issue

A 27-year-old woman was arrested in Kowloon on Thursday for suspectedly doxxing a pet seller after failing to get a refund over the health issue of one of the three kittens she had purchased. 

Investigation by the Office of the Privacy Commissioner for Personal Data (PCPD) revealed that the woman purchased three kittens from the victim in late 2022. 

Due to the health issue of one of the kittens, the woman requested a refund from the victim but the two could not agree on the amount of refund and a dispute arose between them. 

In May, a message containing personal data of the victim was posted in an open discussion group on social media, alongside some negative comments and allegations against the victim. 

The personal data disclosed included the victim’s Chinese name, photo, parts of her mobile phone number and former area of residence. 

The PCPD said the woman has been granted bail and it will continue the investigation into the case. 

The PCPD also reminded the public that they should not dox others because of monetary disputes. 

“Doxxing is not a means to resolve disputes as it would only escalate conflict. Doxxing is a serious offense and the offender is liable on conviction to a fine up to HK$1 million and imprisonment for five years,” the watchdog said.
