It is understood that the man surnamed Lee has no record of mental illness and targets women who wear pants in light colors. He is suspected to be involved in 13 cases.
Police said the Mong Kok district has received several reports from nine women aged 16 to 32 between January 20 and February 18, saying that they were splashed with unknown liquid when walking on Sai Yeung Choi Street South near the Mong Kok MTR station.
The suspect was long gone by the time they noticed their pants were wet. Some of the victims even unknowingly encountered the suspect twice within the same hour on the same day.
Most of the victims described the liquid as slightly warm, pale in color and odorless.
After an in-depth investigation, police conducted an operation around 5.45 pm on Friday and arrested Lee on Great George Street. Lee poured the liquid into his palm and was about to splash the liquid at a 17-year-old girl whom he approached very quickly from behind.
Lee was arrested on suspicion of violating public morality and is currently remanded in custody.
The case is now being handled by the Mong Kok district crime squad and police have yet to confirm the identity of the liquid pending further testing.
