The current lease runs until May 2028, but the early tender process will give authorities ample time to select a suitable operator and allow the winner sufficient preparation to meet new requirements.
Cheng highlighted that the new tender introduces key performance indicators, including annual cruise ship berthings, non-cruise events, visitor numbers from those events, and occupancy rates in commercial areas.
These measures aim to boost usage, attract more overseas and mainland cruises, increase tourist arrivals, and stimulate the local economy.
With the terminal operating for over 12 years, Cheng noted it has built a foundation but still faces challenges in utilization and footfall.
The new contract will integrate management of public spaces and address public concerns by setting clear operational directions.
He expressed hope that the revamped arrangements will draw larger international cruises, create synergies with nearby facilities like the Kai Tak Youth Hostel and Sports Park, and enhance tourism growth.
Cheng also praised recent transport improvements, including the newly opened Central Kowloon Bypass, which will ease access to popular tourist districts in Yau Tsim Mong.
The government has received 14 expressions of interest for better utilizing terminal space.
Cheng urged authorities to facilitate connections between interested groups and the future operator, encouraging flexible use of venues for cultural and artistic performances to support local arts development and enrich the terminal's offerings.
