Zhao Leji, chairman of the National People’s Congress (NPC) Standing Committee, has highlighted Beijing’s efforts in promoting the success of the “one country, two system” while educating Hong Kong and Macau about the Chinese Constitution.

This came as Zhao delivered the work report of the national legislature during the second plenary meeting of the NPC on Saturday (March 8), attended by President Xi Jinping, Premier Li Qiang, along with other senior leaders.
Reviewing the top legislature's work in 2024, Zhao underscored the lawmaking body’s endeavor to strengthen the implementation of the Constitution and enhance compliance oversight to uphold the Constitution's authority and sanctity.
“[We have] ramped up education and publicity efforts regarding the Constitution in Hong Kong and Macau,” Zhao said, citing field trips and themed symposiums organized for SAR deputies in the past year.
The report pointed out that the standing committee initiated external publicity work to promote the successful implementation of the “one country, two systems” principle currently governing the two SARs.
Other efforts included refuting erroneous actions of certain national parliaments regarding issues related to China's core interests, safeguarding national sovereignty, security, and development interests.
Laying out the standing committee’s work plans in 2025, Zhao stressed the need to continuously safeguard the constitutional order in the two SARs affirmed by the Constitution and the Basic Law.
