The government is expediting the implementation of the Smart and Green Mass Transit Systems projects in East Kowloon, Kai Tak, and Hung Shui Kiu/Ha Tsuen New Development Area by streamlining processes, with the tender invitation for the Kai Tak project being advanced by one year.
The Transport and Logistics Bureau (TLB) said on Thursday that it had reviewed the three projects and would focus on shortening timelines for the planning, design, and construction phases.
For the Kai Tak project, some statutory procedures will be carried out concurrently with the design phase, allowing an earlier tender invitation next year -- a year ahead of the original schedule -- to initiate the construction contract in 2026.
Additionally, contractors will be required to implement design and assembly methods to complete construction within three years, about a year ahead of the original timeline.
TLB also aims to invite the tenders for the East Kowloon and Hung Shui Kiu/Ha Tsuen projects starting in 2026.
The Bureau has launched consultancy contracts for all three projects to conduct surveys and design work earlier this year.
Local and international suppliers for the East Kowloon and Kai Tak projects were also invited to provide feedback in August, while an invitation for the Hung Shui Kiu / Ha Tsuen project will be issued by the end of this year.
