The government has appointed Kevin Choi Kit-ming, the Permanent Secretary for Transport and Logistics, to take up the post of Permanent Secretary for Innovation, Technology and Industry on October 27.
Choi will be succeeding Eddie Mak Tak-wai, who proceeded on pre-retirement leave on September 26.
Choi joined the Administrative Service in 1997 and rose to the rank of Administrative Officer Staff Grade A last year. He has served as the Private Secretary to the Chief Executive from February 2023 to May 2024, and the Permanent Secretary of the Chief Executive's Office from May 2024 to April 2025. Choi has served as Permanent Secretary for Transport and Logistics since then.
Separately, Vicki Kwok Wong Wing-ki has been appointed as Director of Government Logistics, succeeding Carlson Chan Ka-shun, effective October 27.
Kwok, currently Private Secretary to the Chief Executive, joined the government in 1994 and has served in several bureaus and departments, including the Transport Department, Housing Department, and Environmental Protection Department. She also held senior roles as Deputy Secretary for Security and Under Secretary for Culture, Sports and Tourism between 2020 and 2022.
In addition, Vic Yau Cheuk-hang, Director of the Northern Metropolis Co-ordination Office, will take up the post of Permanent Secretary for Transport and Logistics on November 17.
Yeung thanked both Mak and Chan for their three decades of dedicated service, noting their significant contributions to Hong Kong's innovation and technology development and public service operations.
Secretary for the Civil Service Ingrid Yeung Ho Poi-yan described Choi, Yau and Kwok as seasoned Administrative Officers "with proven leadership and management skills".
"I have every confidence that they will continue to serve the community with professionalism in their new posts."
