Under Secretary for Transport and Logistics Liu Chun-san said at the Hong Kong Sustainable Aviation Fuel Coalition Annual Symposium 2026 on Friday that they will develop a sustainable aviation fuel industry chain by upstreaming the collection of new materials, setting up production plants, and conducting large-scale production in the Greater Bay Area to strengthen Hong Kong's commitment to decarbonizing the aviation sector in pursuit of net-zero emissions.

The development aims to meet the government's target set last October to achieve a sustainable aviation fuel consumption ratio of 1-2 percent for departing flights from Hong Kong by 2030, as they outlined a plan to establish a comprehensive SAF industry chain in the Policy Address 2025.
Government officials, industry leaders, and experts also addressed various aspects of SAF development during the symposium, including national and GBA development of the SAF industry chain, demand side factors within Hong Kong, how SAF policies can impact airport competitiveness, and strategies to support the industry.
Simon Ng, chief executive officer of Business Environment Council and convenor of HKSAFC, said the coalition is pleased that the government has taken its recommendations and announced plans to develop a SAF industry chain, ramp up SAF production, construct a blending facility, and set a SAF consumption ratio for 2030, providing clear guidance for the industry.
