(Budget 2026) Hong Kong raises stamp duty on luxury homes to 6.5 percent

The rates of stamp duty on residential property transactions valued above HK$100 million will be raised from 4.25 percent to 6.5 percent, effective from tomorrow, Financial Secretary Paul Chan Mo-po announced in the annual budget on Wednesday.

The financial chief noted that the move aims to increase revenue while upholding the "affordable users pay" principle.

The arrangement will affect about 0.3 percent of residential property transactions, with estimated revenue expected to increase by about HK$1 billion per annum.

Meanwhile, Chan mentioned that the authorities last year amended the Inland Revenue Ordinance to implement the OECD's package by imposing the global minimum tax and implementing the Hong Kong minimum top‑up tax on large multinational enterprise groups with an annual consolidated revenue of or above EUR 750 million.

This measure is expected to bring in an additional tax revenue of about HK$15 billion for the government annually, starting from 2027‑28, he added.
