Winds have weakened and typhoon Higos is gradually moving away from Hong Kong. The No 3 strong wind signal became effective at 11:10am.
The Hong Kong Observatory said that when typhoon threat recedes, the warnings will be canceled.

The amber rainstorm warning has been canceled.
Public bus operator KMB and Long Win Bus said limited services have resumed from 11:00 am.
Services on the MTR lines have gradually resumed. on the Tsuen Wan Line, trains are operating at 2 minute intervals between Central Station and Tsuen Wan Station.
MTR said their services will gradually increase to peak period frequency to meet passenger demand.
Most of the bus services also resumed normal services at 11am, but some of the routes will be diverted due to road situations, while routes 6, 6X, 9, 11, 12A, 14, 15, 41A, 43M, 63, 73, 76, 260, 971 and 973 still remain suspended.
Hong Kong and Kowloon Ferry also announced their ferry service running between Central and Yung Shue Wan as well as Central to Sok Kwu Wan resumed at noon. The first ferry from Sok Kwu Wan to Central will set off at 12:40pm.
The company also announced that their services running between Central and Ping Chau will resume at 12:15pm.
The other ferry company, New World First Ferry also announced that all their ferry services will resume starting from noon, while services between Central and Cheung Chau resumed on 12:15pm, and ferry from Central to Mui Wo restarted at 12:30pm, Mui Wo to Central restarted at 12:10pm.
At 11:00 a.m., Higos was estimated to be about 150 kilometers west of Hong Kong and is forecast to move northwest or west-northwest at about 25 kilometres per hour inland and weaken gradually.
