AFCD Director Mickey Lai Kin-ming said the trial would target high-demand sites in Sai Kung East Country Park.
Details on the number of pilot sites, reservation method, quota, and whether fees will apply remain under review.
On recent incidents involving stray cattle and wild boars in urban areas that required humane dispatch, Lai stressed public safety comes first: animals posing direct threats near residences must be handled, but there is no proactive culling policy.
For pig farms affected by Northern Metropolis projects, the department has secured three relocation sites in the Northern District.
One plot beside Lo Wu Correctional Institution will host a six-story modern pig farm; land handover to the successful bidder is expected within this year.
To boost local produce, AFCD will launch a certification scheme mid-year for safe, low-carbon fisheries and agriculture products.
Around 400 fishermen and farmers have expressed interest in joining.
