Secretary for Environment and Ecology Tse Chin-wan said on Thursday that the first batch of applications allowing dogs in restaurants will be approved by mid-2026 under the Policy Address pet-friendly measures.

Speaking at the Legislative Council Panel on Food Safety and Environmental Hygiene briefing today, Tse confirmed authorities aim to grant initial approvals for pet-friendly restaurants by mid-year.
The Food and Environmental Hygiene Department (FEHD) will adopt a new streamlined mode in the first half of 2026, working with relevant departments to speed up approvals for outdoor seating at eateries and help businesses expand opportunities.
Tse also outlined plans to boost the local food industry by deepening mainland cooperation to expand the range of Hong Kong-manufactured foods approved for export to the mainland.
The government will continue implementing the Blueprint for the Sustainable Development of Agriculture and Fisheries, promoting modern farming and eco-friendly production, while launching a new unified brand for local fishery and agricultural products backed by certification, testing and traceability systems to enhance competitiveness.
On environmental hygiene, Tse noted significant progress in tackling shop obstruction and street cleanliness under the current administration. Resources and technology will continue to be deployed for further improvement.
In addition, the FEHD and Buildings Department will launch a pilot scheme in the first half of 2026 to optimize the handling process for building water seepage complaints.
