The Hong Kong government plans to introduce a formal recognition and transmission mechanism and criteria for bearers of intangible cultural heritage (ICH) by the end of this year, said Under Secretary for Culture, Sports and Tourism, Raistlin Lau Chun on Wednesday.
Responding to lawmakers' queries at the Legco this morning, Lau revealed the government will reference mainland China and Macau's approaches to design a system tailored for Hong Kong.
The framework will outline application requirements for individual bearers and bearer organisations, recognition procedures, assessment criteria, and revocation mechanisms.
The Leisure and Cultural Services Department will consult the ICH Advisory Committee during the drafting process to ensure the system is both rigorous and suitable for local contexts.
The announcement comes as the government concludes its inaugural "Hong Kong ICH Month," which featured over 100 heritage items and attracted more than 20 organizations, with an estimated 100,000 participants.
The month-long celebration showcased the administration's commitment to preserving and promoting Hong Kong's living heritage.
Lawmaker Connie Lam So-wai raised concerns about youth participation in heritage preservation.
In response, Lau highlighted ongoing efforts, including the "ICH at Schools" program and a newly launched mobile heritage exhibition that tours communities.
During ICH Month, the Education Bureau's network helped recruit student participants—a strategy the government plans to expand, he said.
Legislator Lau Chi-pang, meanwhile, suggested collaborating with the food industry to feature traditional culinary arts in next year's ICH Month.
Lau welcomed the proposal, noting this year's heritage banquet events proved particularly popular. The government plans enhanced cooperation with food and tourism sectors in the next year to create more immersive experiences for residents and visitors alike, said Lau.
