On the occasion of his third anniversary as Hong Kong's Chief Executive, John Lee Ka-chiu released a video titled "Breaking the Cocoon, Spreading Wings to Fly" that framed the city's recent challenges and achievements through the metaphor of a butterfly's metamorphosis.

Filmed in a butterfly garden alongside his special assistant Jenny Wong Tsz-yuen, the production opens with scenes of students painting butterflies before transitioning into a philosophical discussion about transformation.

Lee drew upon the Chinese idiom "Breaking a cocoon into a Butterfly,” explaining how a butterfly must struggle to emerge from its cocoon as a necessary step in its metamorphosis. He applied this imagery to Hong Kong's situation, describing how the city must actively confront its limitations and challenges to achieve meaningful progress.
The Chief Executive outlined several key accomplishments from his three years in office, including the establishment of national security legal frameworks, significant housing policy reforms that capped public housing wait times and reclaimed thousands of misused units, the introduction of basic housing units, the removal of property market cooling measures, and the abolishment of the the Mandatory Provident Fund offsetting arrangement.
In a particularly evocative segment, Lee noted how butterflies possess compound eyes that provide wide-ranging vision, suggesting Hong Kong must similarly maintain a broad perspective to recognize both challenges and opportunities.
He concluded with an optimistic vision of the city's future, declaring that just as a transformed butterfly gains new capabilities, a reformed Hong Kong would emerge stronger and more vibrant.
