The ceremony was presided over by Secretary for Housing Winnie Ho Wing-yin and several Legislative Council members.
The project, located at Tai Shu Ha Road West and managed by the Hong Kong Youth Affairs Development Foundation, comprised one conversion of a single-storey building and the construction of 1 three-storey to four-storey building.
It will provide 21 one-person units, 218 one to two-person units, 21 three-person units, and 1 two to three-person accessible unit.
Ho said the project would apply the Modular Integrated Construction method to reduce the construction time and environmental impacts on the surrounding area.
She added that the project could be completed in the third quarter of 2024, letting the underprivileged families move in and celebrate the next Mid-Autumn Festival.
