Kwok Cheuk-kin, the man who has twice challenged the government’s decision to invalidate nearly 20,0000 vaccine exemption certificates, and won, filed yet another judicial review today to the High Court after challenging Hong Kong’s mandatory premises recording app earlier this month.

The application filed today by the 72-year-old, also known as the "King of Judicial Reviews," came after the former application on November 7 in which Kwok was informed that an endorsement of an expert’s medical report would be required for challenging the necessity of Vaccine Pass.
Kwok decided to withdraw his former judicial review and challenge only the LeaveHomeSafe software, arguing it violates human rights by restricting people’s access to certain places and tracking their movement.
"The so-called requirement for protecting public health should no longer apply to the two software," he said, citing Covid is no longer considered a critical disease.
In his latest application, Kwok urged the High Court to grant a warrant prohibiting premises from restricting access by requiring scanning of the LeaveHomeSafe QR code.
"I am pretty confident that I will win by challenging only one case," Kwok said in front of the High Court on Thursday.
"I don’t understand why the government is trying to track our daily paths," he said, "we have the right to refuse."
