Some 182,000 people who have not replaced their old smart identity cards must renew them as soon as possible, or the cards will become invalid next year, the Immigration Department has said.
For individuals born in or after 1970 who have not replaced their old Hong Kong ID card, they must renew their smart identity cards by May 12, 2025. After this date, the old ID cards will be considered invalid.
For those born on or before 1969, their old HKID card will become invalid on October 12, 2025.
The department estimates that most of the 182,000 people who have yet to register for the new smart ID cards are likely overseas.
By the end of last month, the city-wide replacement rate for the new ID card had already reached 90 percent. The department has set a target replacement rate of 92 percent by the expiration date next year.
Deputy director of immigration Tai Chi-yuen reassured the public that the invalidation of the old ID card will not affect permanent residency rights. However, those with expired IDs will not be able to apply for special passports or other Hong Kong travel documents. Also, other government departments or private sectors may refer to this ruling for corresponding arrangements.
"Residents who are not in Hong Kong and are unable to renew their identity card by the designated dates can register for the new ID card within the first 30 days of their arrival in Hong Kong," Tai said.
After the invalidation dates, immigration officers will confiscate the expired ID and instruct the holder to apply for a new card within 30 days.
Failure to replace the expired card within this timeframe can result in a maximum fine of HK$25,000 and up to two years' imprisonment.
To replace the old ID, citizens can make a reservation online or via the 24-hour telephone system before visiting the Registration of Persons Offices in-person. The four offices are located in Hong Kong, Kowloon, Tseung Kwan O and Tuen Mun, with extended weekday hours to 10pm and opening service on Saturdays. Residents can also visit the Kwun Tong (Temporary) Office for new smart ID card registration.
