Police to focus on advice over fines in new mandatory seatbelt law enforcement

Secretary for Security Chris Tang Ping-keung said police will mainly advise and warn passengers on the mandatory bus seatbelt law during the transition period, supporting government publicity efforts.

Responding to public controversy one week after the law took effect, Tang told legislators that the Transport Department and other agencies are conducting extensive education campaigns. 

Police enforcement will prioritize persuasion and warnings at this stage.

Lawmaker Bill Tang Ka-piu asked if guidelines differ from past minibus "sting" operations, where officers fined non-belted passengers without objection. 

Tang replied that the law's purpose—protecting passengers after severe injuries in crashes due to non-use—is correct. He acknowledged the transition phase, noting the need for design improvements and better publicity, and stressed handling matters with law, reason and compassion.
