The Hong Kong Special Administrative Region Government has strongly rejected a United States commission report that criticized the city’s national security laws and human rights situation.

In a statement issued on Wednesday, a government spokesman dismissed the United States-China Economic and Security Review Commission's "2025 report" as containing "groundless attacks, slanders and smears" against various aspects of Hong Kong's situation.
"The HKSAR Government strongly disapproves of and firmly rejects USCC's wanton manoeuvre with politics prevailing over law-based administration and interference in the affairs of the HKSAR in the so-called report," the spokesman said.
The spokesman emphasized that Hong Kong is an inalienable part of China and operates under the "one country, two systems" framework. He said the government will continue to implement the Hong Kong National Security Law and the Safeguarding National Security Ordinance to prevent acts endangering national security while protecting residents' rights.
The statement highlighted Hong Kong's international rankings, including being ranked as the world's freest economy in the Economic Freedom of the World 2025 report and third globally in the World Competitiveness Yearbook 2025.
Regarding judicial independence, the spokesman said: "All judicial cases are handled strictly on the basis of evidence and in accordance with the law. All defendants will receive fair trial strictly in accordance with laws applicable to Hong Kong."
The government also addressed financial systems, stating that banks and financial institutions strictly adhere to international standards on anti-money laundering and counter-financing of terrorism.
The spokesman urged the US to "respect the international law and basic norms governing international relations, and immediately stop interfering in Hong Kong matters, which are purely China's internal affairs."
