The Commissioner for Transport, Angela Lee Chung-yan, announced on Monday afternoon that they had mistakenly charged drivers the old toll fares at Western Harbour Crossing between 10 and 11 a.m. and have already refunded the affected payers.

Hong Kong’s new time-varying tolls for the cross-harbor tunnels got off to a smooth start on Monday morning's first working day of operations, with traffic congestion significantly reduced at the Eastern Harbour Crossing.
At the Cross Harbour Tunnel, morning rush-hour traffic was generally smooth, with slight congestion observed near the Hong Kong Polytechnic University. However, motorists told reporters that the Western Harbor Crossing traffic was the same as before.
However, many motorists also reported an error in the tolling system, as a truck was charged HK$85 instead of the flat fee of HK$50.
The Transport Department confirmed it was a human error and would arrange a refund.
The transport leader then met with the media members in the afternoon to discuss the issue.
She said that a human error occurred between 10 and 11 a.m. in the Western Harbor Crossing toll collection service provider, which affected 4,700 motorists, 3,400 of whom have been refunded. The remaining ones have yet to be paid by E-Toll.
She also said she had tasked the service provider with investigating and apologized to the affected motorists again.
