Chief Executive John Lee Ka-chiu has vowed to "find happiness for citizens" as he was touched by President Xi's speech to make people's livelihoods his top priority.
In a Facebook post, Lee said Xi's work report on the national congress showed the central government's full support for one country, two systems, which is a key work plan for the SAR's development to prosperity.
Lee said Xi's words carried great wisdom and he was touched by him saying the government was "taking people's priorities as ours and acting on their wishes, and to continue to turn people's aspirations for a better life into reality."
Lee said the one country, two systems part in the party congress report provided an important action guideline for Hong Kong to move from chaos to order and advancing from stability to prosperity.
"The new ideas, new thoughts, new strategies in the report will be the general direction of our development," Lee said. "The next five years are important for Hong Kong to break new ground and achieve another leap forward."
He said that at a time when the world is undergoing unprecedented changes, Hong Kong faces both opportunities and challenges and Hong Kong has to improve its competitiveness.
Understanding the spirit of the 20th party congress correctly will help the SAR to implement one country, two systems steadfastly and successfully, he said. It will also help Hong Kong to better integrate into the national development and improve livelihood.
Meanwhile, Macau Chief Executive Ho Iat-seng said all Chinese people, including people in Macau, are confident in the future development and good life under the new leadership of the country.
Political commentator Johnny Lau Yui-siu said Xi's speech pointed to economic challenges ahead, but the central government believed it could overcome difficulties as long as it stuck to the country's policies.
Lau believed that China will focus on domestic economic development in the coming years.
