First-time legislator Vivian Kong Man-wai impressed a seasoned political figure with a polished and substantive maiden speech in the Legislative Council, silencing critics who questioned her suitability for the role.
Delivered yesterday during the first LegCo session following the Tai Po fire, Kong’s speech called on the government to strengthen professional mental health support and treatment by partnering with social organizations.
Known for her approachable and friendly manner—often seen as atypical for lawmakers—Kong’s composed delivery drew widespread online attention, including high praise from former lawmaker Edward Leung Hei.
In a social media post, Leung described her performance as “transformative,” highlighting her professional tone, strong decorum, and ability to meet the high standards expected in the chamber.
He further revealed knowing some election helpers from Kong’s, who disclosed her for doing everything on her own, including the election platforms, which were written after dozens of meetings with industry stakeholders.
Leung also highlighted the former world champion fencer's academic credentials—a Stanford University bachelor’s degree, a master’s from the Renmin University of China, and a doctorate in progress at the Chinese University of Hong Kong—arguing that her capabilities far exceed public perception.
Expressing strong confidence in her potential, Leung predicted Kong would be “among the first batch of lawmakers capable of quickly adapting and demonstrating high-quality political discussions."
He concluded with a firm endorsement: “As a former lawmaker, I can tell—she is already on track for quality political engagement.”
