A government spokesperson confirmed the decision followed consultations with the Honours and Non-official Justices of the Peace Selection Committee, emphasizing that the probe spans frontline, mid-level, and senior staff.
Until findings are finalized, Chan will not attend the event, and authorities have already informed him of the exclusion.
The scandal broke when the department abruptly axed its June-awarded contract with Shenzhen supplier Xin Ding Xin.
The firm’s claimed manufacturer later disavowed any ties, sparking allegations that the company had misled authorities on the true origin of water destined for government offices.
