Director-General of Civil Aviation Victor Liu Chi-yung took center stage at the International Civil Aviation Forum 2025 in Shanghai to champion the city’s role as a global aviation powerhouse, backed by the motherland and wired to the world, during a six-day swing through Chengdu and Shanghai.
From October 26 to 31, Liu held high-level talks with Ouyang Ting, head of the CAAC Southwest Regional Administration, and Zhang Junping, his East China counterpart, exploring ways to streamline cooperation and deepen ties.
In Chengdu, he marked a milestone by joining the launch of the first cadet pilot class—a joint venture between the Civil Aviation Flight University of China and the Hong Kong International Aviation Academy—while touring the university’s new Tianfu campus and a cutting-edge electric vertical takeoff and landing developer.
The Shanghai forum became the centerpiece of the trip, where Liu addressed global aviation leaders on how Hong Kong fuses national support with international connectivity to drive industry growth.
He also swapped insights with senior officials from the Commercial Aircraft Corporation of China on regional trends and the latest advances in homegrown commercial jets.
Liu wraps up the visit and heads back to Hong Kong tomorrow morning.
