Hong Kong police have dismantled a sophisticated fraud syndicate, apprehending 22 suspects involved in a scheme that exploited lost identity cards to open illicit bank accounts.
The arrests, which included two masterminds, five key operatives, and numerous holders of dummy accounts, targeted a group operating between September last year and April this year.
The syndicate allegedly used artificial intelligence to manipulate facial features onto photographs from reported lost identity cards, creating convincing forgeries.
These altered images, paired with selfies, were used to pass online identity verification processes, enabling the group to open bank accounts, apply for loans, and secure credit cards fraudulently.
The illicit activities generated proceeds of approximately HK$190 million, which were funneled through 18 dummy accounts.
The suspects, ranging in age from 19 to 76, included some with triad affiliations.
During the operation, police seized multiple mobile phones, laptops, and printers used in the scheme.
The syndicate submitted 23 online account applications to seven banks and stored-value payment platforms, successfully opening 19 accounts.
These accounts facilitated loan and credit card applications worth around HK$220,000 and were linked to at least 14 local fraud cases, including telephone scams, investment frauds, and online shopping scams, resulting in losses totaling HK$1.68 million.
Authorities noted the high quality of the forged identity card photos, which contributed to the syndicate’s ability to bypass verification systems.
In response, police have informed regulatory bodies and financial institutions, urging them to strengthen security measures.
They also advised the public to safeguard personal information and avoid renting or selling bank accounts, which could be exploited for criminal purposes.
