Commercial site near Kwun Tong court proposed for residential conversion with 1,440 private flats

A commercial site adjacent to Kwun Tong Court Building is proposed for rezoning to residential use under a revised outline zoning plan submitted to the district council. The 0.96-hectare plot, currently serving as a temporary public parking lot and drainage materials storage area, would be redesignated as "Residential (Group A) 10" with a maximum building height of 140 meters above principal datum.

The Planning Department and Civil Engineering and Development Department's proposal anticipates 1,440 private housing units accommodating approximately 3,744 residents. The development would include social welfare facilities such as long-term care homes, hostels for mentally disabled persons, and resource centers for caregivers of mental health recovery patients, alongside retail establishments and public parking.

Concurrently, the departments recommend rezoning a site at 428 Cha Kwo Ling Road from "Comprehensive Development Area" to "Commercial (1)" to facilitate redevelopment of Wing Shan Industrial Building for commercial or office use. This site would permit 11-fold plot ratio with 120-meter height limit while requiring a 1,205-square-meter public waterfront promenade.

The proposals will be presented to the Town Planning Board's subcommittee with public exhibition for two-month consultation pending initial approval.
