Queuers for direct issue of Hong Kong full driving licenses will be required to input identity card numbers of applicants for such services starting next month, as part of the government’s efforts to combat unauthorized touting activities.
Concerns have emerged over queuing gangs reportedly profiting from the direct issue process, which requires applicants or representatives to apply in person at licensing offices, either via online booking or by collecting same-day tickets on-site.
These gangs allegedly offer facilitation services near the offices and on social media platforms such as Xiaohongshu, along with the suspected unauthorized transfer or resale of the queue tickets.
To tackle the problem, starting next month, queuers must input both their own and the applicants’ ID numbers, which will be printed on queue tickets and verified by counter staff. Any mismatch will void the ticket, preventing unauthorized transfers.
The department has also stepped up patrols, installed barriers to separate different lines, specified ticket sequencing to prevent queue jumping, and deployed staff and security guards to assist applicants on-site. Disruptive actions will be reported to police.
Currently, holders of valid overseas driving licenses from one of 32 recognized countries or regions can apply for a Hong Kong full driving license without a local driving test, a process known as direct issue.
This covers full driving licenses for private cars, light goods vehicles, motorcycles, and motor tricycles. To qualify, applicants must hold a valid overseas license or one that expired no more than three years ago.
They must also have either lived in the issuing country for at least six months when the license was issued, or held the license for five or more years before applying, or hold a passport from that country.
In addition, starting September 2025, transport authorities will introduce validation checks on mainland driving license information submitted via online appointments.
False information will cause cancellation of appointments and reopening of quotas for other applicants. The department says these measures will improve operational efficiency, maintain order, and promote digitalisation of licensing services.
