A government working group on the city’s public dental services has recommended shifting the focus of the current oral health and dental care system from a predominantly treatment-oriented approach to one that emphasizes prevention, early identification, and timely intervention.
The working group's report highlighted the need to advance preventive primary oral healthcare vigorously to diminish the demand for curative dental treatments. It also suggested reviewing the cost-effectiveness and sustainability of resource utilization, as well as the priorities for providing and subsidizing dental services, to ensure more effective use of resources.
In the first quarter of the next year, authorities will introduce the Primary Dental Co-care Pilot Scheme for Adolescents. This initiative aims to encourage regular oral check-ups among adolescents aged 13 to 17 by offering government subsidies of up to HK$200.
Meanwhile, a Community Dental Support Programme will be launched next year to deliver dental services to underprivileged groups, including elderly persons facing financial difficulties. This program will see enhancements in capacity and service points, along with an expansion of service scope.
This support program is set to replace the Community Care Fund Elderly Dental Assistance Programme by 2026.
Separately, the Department of Health will introduce an Online Registration System for Dental General Public Sessions on December 30. The department will also consider introducing eligibility criteria to focus the service on aiding those with financial difficulties.
