The four arrested, aged between 13 to 15, were secondary school students living in East Kowloon.
Police said they received a report at around 3 pm yesterday that suspicious persons were seen making their way through a metal fence and had set fire to chemicals inside the school premises.
The group was said to have fled the scene after being spotted.
Officers who later responded to the scene seized some 20 bottles of suspected chemicals, along with an axe, army knife, and pliers on the hillside behind the campus.
The Explosive Ordnance Disposal Bureau and the Counter Terrorism Response Unit were immediately dispatched to investigate.
At the scene, authorities also discovered a pile of burned wood and other various items, including a stool, plastic bottles containing unknown liquids, funnels, and other tools.
The investigation is ongoing, with officers and forensic teams returning to the school on Wednesday morning to gather evidence.
The suspects' motive has yet to be determined.
