The Department of Justice has decided not to press charges on two suspects related to the Sham Tseng animal cruelty case that happened on February 14 earlier this year.

The duo were arrested on February 17 and 18 respectively and were charged with animal cruelty.
Twenty-nine pets had been thrown from a high-rise residential building in Sham Tseng in February, including cats, chinchillas and rabbits, causing 15 of them dead and 14 injured.
After half a year of investigation, the Department of Justice has decided not to press charges given current evidence.
Lawmaker Roy Kwong Chun-yu and Claudia Mo Man-ching both slammed the department’s decision, claiming they are letting a criminal walk free. They said there is solid evidence to charge the suspect under the Cruelty to Animals Ordinance.
