He described professionalism as the foundation of public confidence and Hong Kong’s role as a trusted bridge between China and the world.
He said it begins with loyalty to the constitutional order, including judicial independence, due process, equality before the law, and reasoned judgments.
Tong emphasized that legal practice is not just a business but a public service built on society’s trust that justice will prevail.
He praised judges for their selfless dedication to deciding cases strictly according to law, undeterred by external pressure or unfounded criticism, and stressed that courts hold ultimate responsibility for rulings based solely on law and proper procedure.
He highlighted the profession’s community role, noting the Law Society’s immediate launch of a free legal helpline after the tragic Wang Fuk Court fire, where young lawyers provided calm, reliable support on injury claims, wills, insurance, litigation, and building management issues.
Tong also announced the Law Society will move into new premises in the second quarter of 2026, marking a significant milestone for the organization founded in 1907.
The relocation reflects the profession’s growth from around 4,500 members in 1998 to over 13,500 today, while renewing its long-term commitment to serve Hong Kong society and uphold the rule of law.
