Secretary for Culture, Sports and Tourism Rosanna Law Shuk-pui expressed strong confidence that the city will meet its goal of 49 million visitors in 2025, emphasizing that the focus is on delivering quality experiences rather than just chasing higher numbers.
The Culture, Sports and Tourism Bureau reported that Hong Kong welcomed 36.5 million visitors in the first nine months of 2025, a 12 percent increase from the previous year.
With the peak tourism season in the latter half of the year, Law believes the city is well-positioned to achieve, and possibly exceed, the target of 49 million visitor arrivals set for 2025.
However, she stressed that the government’s approach is not solely about boosting numbers but ensuring tourists enjoy meaningful and memorable experiences.
This optimism comes after Hong Kong recorded nearly 45 million visitors in 2024, reflecting a strong recovery in the tourism sector.
Major events, including the upcoming Wine and Dine Festival and the 15th National Games, are expected to further drive visitor numbers, alongside festive celebrations like Halloween and Christmas.
