Hong Kong will invite tenders by the end of this year for the pilot development site in Hung Shui Kiu, with the number of private residential plots increased from two to three and some roadworks removed to enhance the project’s financial viability, said Bernadette Linn Hon-ho, Secretary for Development.

Speaking at the Legislative Council on Wednesday, Linn said the Hung Shui Kiu project is one of the three pilot areas of large-scale land disposal in Northern Metropolis, and the other two sites, Fanling North New Development Area and San Tin Technopole, will be rolled out in phases next year.
Authorities are now considering extending the construction period and offering more flexible land premium payment options, including installment plans, Linn added.
She said the government authorities are also considering giving bidders the option to take on additional industrial land development, with such extra commitments receiving higher scores under a two-envelope approach.
