Beijing would support Hong Kong and Macau in becoming top talent hubs, as well as enhancing Hong Kong's status as an international financial, maritime, and trade center, according to a policy agenda released on Sunday after a top-level meeting in Beijing last week.

The 60-point resolution on "further deepening reform comprehensively to advance Chinese modernization" was made in the Third Plenary Session of the 20th Central Committee of the Communist Party of China, which usually focuses on economic development and reforms.
Mentioning Hong Kong in the 27th paragraph, the Committee decided that China has to improve its plan in "opening up" by exerting its advantage in implementing one country, two systems to consolidate and enhance Hong Kong's status as international financial, maritime and trade centers.
"We will support Hong Kong and Macau in becoming an international top talent hub," the document wrote.
The Committee added that the mainland will also support the deepening of cooperation within the Guangdong-Hong Kong-Macao Greater Bay Area and step up the convergence of rules and mechanisms.
Regarding the GBA, the Committee said in a separate paragraph that it has to improve the mechanism for regional coordinated development, and promote a better high-quality development momentum in the Beijing-Tianjin-Hebei region, Yangtze River Delta economic zone and the Greater Bay Area.
The Committee added that it would improve mechanisms for the work on Hong Kong, Macau and Taiwan as well as on overseas Chinese affairs.
