One of the workers, surnamed Man, said some of the residents were trapped on the third floor of the building and waved towels at windows to signal for rescue.
Man and his colleagues then put up two ladders to let them out. They also helped an elderly to escape with a crane cage.
"I didn't overthink as each life matters," Man said.
Chow, an off-duty Civil Aid Service officer, also aided in the fire rescue after he saw five adults and two children pleading for help at an alley blocked by a wire fence near New Lucky House.
Chow then asked the construction workers to use the welding tools to cut the fence, while he used a water hose to cool down the surroundings.
