The man who won a legal challenge against the government's attempt to invalidate 20,000 vaccine exemption certificates has on Thursday filed another judicial review after authorities yesterday gazetted a newly amended law to void the same batch of certificates.

Health chief Lo Chung-mau said yesterday that authorities have moved quickly to amend the law to ensure that the government has the power to protect public health, with the move coming less than a week after a High Court judge ruled he had no authority to invalidate vaccine exemption certificates.
Kwok Cheuk-kin, known as the "king of judicial reviews" because of his frequent legal challenges, filed a fresh application today in which he argued that the newly amended law is unconstitutional.
He noted that there is no appeal mechanism for those affected under the amended ordinance that allows Lo to declare a certificate void, which is in violation of the city’s Basic Law.
Kwok admitted to reporters outside the court that the chances of winning the legal challenge this time are slim.
“If you never try, you'll never know,” he said, adding that he would apply for legal aid should the court greenlight his judicial challenge and issue a temporary ban on the government move.
