Lawmakers have been told to consult Legislative Council president Andrew Leung Kwan-yuen in private if they wish to express their views on the national security law, as Leung said he had "a private invitation" from Beijing to seek his opinions.
Leung is the only lawmaker who will be consulted by the central government during the drafting of Beijing's national security law.
Yesterday, pan-democrats wanted to be given time at a Legco meeting so that Leung could pass on their opinions to Beijing.
But Leung rejected the demand, saying the invitation is private and he has yet to receive official confirmation. He instead offered legislators a private meeting to talk.
In response, frustrated pan-dems ended up leaving the chamber, with Claudia Mo Man-ching calling for a quorum. The meeting was adjourned for 30 minutes before resuming in the afternoon.
