John Lee will set a total of 150 indicators for administrative tasks this year, including 73 new ones, to improve governance.
"The performance of departments has generally met expectations. The indicators have enabled me to monitor work progress and outcomes more effectively," Lee said.
The 150 indicators will be set this year to sustain his belief in the need to "engage in pragmatic efforts and deliver results," with 77 of them introduced last year and are still ongoing and valid.
The administration will continue to strengthen the management system, including updating the civil service code by early next year.Lee said civil servants must be well aware of the need to safeguard sovereignty, national security and development interests, according to the "patriots administering Hong Kong" principle.
"They should be dedicated to their duties, care about the public, embrace collaboration and teamwork, and be committed and responsible," Lee said.He said the Civil Service Bureau has handed in the first draft of the updated civil service code last year, but he has asked it to review the draft for including more comprehensive information. The bureau aims to provide the updated version in the first quarter or earlier for consultation with staff.
Lee also said the performance-based management system for civil servants would continue, under which those with persistent substandard performances to be asked to retire early.Training in investigating and handling of disciplinary cases will be enhanced for departments, while due recognition will be accorded those with outstanding performances and dedication to the community, Lee said.
The administration will also introduce an exchange program with civil servants from other Greater Bay Area cities by year-end to dovetail with the development of the GBA, he added.
