Two more Executive Council members have declared their Hong Kong Golf Club memberships - bringing their number to seven of 16 members and raising concerns about a conflict of interest in top-level discussions to build homes on the Fanling course.

Lawyer Margaret Leung Ko May-yee declared her membership on August 17 and banker Moses Cheng Mo-chi declared his on August 23 - almost two months after the first five declared their membership on the July 1 inauguration of Chief Executive John Lee Ka-chiu.
Cheng said yesterday: "I didn't think there was any need to declare a membership in privately run clubs and organizations."
He declared 41 other positions. Prior to the additional declaration, Cheng only listed six positions of interest.
Leung made 16 more submissions - including her golf club membership - in addition to an earlier seven.
Neither Cheng nor Leung has publicly stated their stance on a plan to build public housing on the golf course.
