Hong Kong Chief Executive John Lee Ka-chiu has revealed that the government is aggressively drafting the city's inaugural five-year plan to align with national development strategies, calling on business and community leaders to contribute their insights for the upcoming Policy Address.

Speaking at the 2025 Leader of the Year awards ceremony today, the city's top official commended exceptional individuals and organizations across various sectors for their contributions to Hong Kong's ongoing development over the past year.
He emphasized the government's commitment to consolidating the city's international status and fostering an open, efficient, and fair business environment that encourages commercial wisdom, innovation, and the pursuit of new opportunities.
Reflecting on the recent 29th anniversary of the establishment of the Hong Kong Special Administrative Region, Lee noted the city's continued success under the "One Country, Two Systems" framework.
He highlighted Hong Kong's unique role as a bridge between mainland China and the rest of the world, pointing to its sustained rankings as the world's freest economy, the third-largest global financial center, and the second most competitive economy worldwide.
Aligning with the first year of the nation's 15th Five-Year Plan, the Chief Executive explained that the local government is currently formulating its own forward-looking and strategic blueprint.
This inaugural five-year plan for Hong Kong will be closely integrated with the upcoming annual Policy Address to establish specific administrative targets and drive both economic growth and livelihood improvements.
With public consultations for both documents currently underway, he strongly encouraged industry leaders to leverage their influence and submit comprehensive feedback to help shape a better future for the community.
Addressing the theme of the awards, which centered on global intelligence and innovation, Lee noted that both elements are crucial for achieving high-quality economic development.
He recognized a diverse range of awardees, including socially responsible international corporations, young technology entrepreneurs, Chinese medicine educators, and performing artists who elevate Hong Kong's status as a premier mega-event capital.
He also acknowledged the vital behind-the-scenes professionals managing world-class venues, alongside government teams dedicated to expanding community recycling networks to achieve a zero-landfill environment.
Lee attributed the success of these diverse leaders to a shared adaptability and a drive for continuous self-improvement, traits he described as part of the inherent formula for success among Hong Kong residents.
