Chief Executive John Lee Ka-chiu arrived in Beijing on Tuesday to attend the opening meeting of the fourth session of the 14th National People's Congress (NPC), which begins in two days.
He was greeted at the airport by representatives from the Hong Kong and Macao Affairs Office of the State Council.
In a social media post, Lee said he held two seminars last week with Hong Kong's NPC deputies and members of the Chinese People's Political Consultative Conference (CPPCC), and looks forward to their constructive suggestions for the inaugural year of the 15th Five-Year Plan, which will contribute to Hong Kong's integration into the nation's overall development.
Meanwhile, Legislative Council president and member of the NPC Standing Committee, Starry Lee Wai-king, also described this year's "Two Sessions" as particularly significant.

Speaking before her departure, she expressed hope that under the Chief Executive's leadership, Hong Kong's delegates and various sectors can jointly formulate the city's own first five-year plan.
She also revealed that she will propose that more government bonds be issued in Hong Kong and that the practice be regularized.
She added that amid rising geopolitical tensions, Hong Kong must continue to strengthen its role as an offshore RMB hub to attract more capital from around the world.
