The two-minute and 45-second clip, reportedly filmed on a rear staircase at Queen's Hill Estate, shows at least seven young people surrounding the victim, who is dressed in black.
Cowering the victim against a stairwell wall, three teenage girls are seen berating the victim in Putonghua, with two of them—one wearing red and another in black shorts—repeatedly slapping the defenseless girl.
Several boys are seen on higher steps, smoking and recording the incident on their phones.
At one point, a boy flicks a cigarette butt at the victim, while another is heard commenting in Putonghua.
In a disturbing moment, one of the male youths brandishes what appears to be an air gun, loading it and pointing it at the victim from above before returning it to his pocket as the attack continues.
The assault continues until the video ends, with the girl in red seen resuming the slapping.
The video does not specify when the incident occurred. The case has since been handed to the Tai Po Anti-Triad Unit for investigation.
