Secretary for Transport and Logistics Mable Chan, on Friday officiated the launch of the Port Community System (PCS) and announced a planning study to develop a modern logistics cluster in the Hung Shui Kiu/Ha Tsuen New Development Area, targeting the first site at Sik Kong Wai Road for industry expression of interest this year.

Chan described Hong Kong’s port as the city’s “gold-plated signboard” and a core foundation, emphasizing the government’s priority to strengthen its status as an international shipping center.
She highlighted recent efforts to expand "rail-sea-land-river" intermodal transport networks, targeting more mainland China markets and forming strategic partner port ties with Belt and Road countries.
The Port Community System marks Hong Kong’s transition from smart port construction to value creation, with high expectations for the new platform to generate economic benefits and pave the way for deeper trade financing services.
The government released the planning study report for a modern logistics cluster in Hung Shui Kiu/Ha Tsuen, positioning it as a medium- to long-term land reserve for logistics.
Development will follow market-oriented terms, incorporate industry-proposed innovations, and aim to build a smart, green, modern logistics hub.
An ESG data collection toolkit was introduced to help logistics firms, especially SMEs, efficiently gather and record data for environmental, social and governance disclosure requirements.
The bureau, together with the Logistics and Supply Chain MultiTech R&D Centre, signed a tripartite MOU with local logistics startup FUNDel to accelerate integration of the Port Community System with industry platforms, leverage trusted multi-party cargo flow data, and support financial institutions in approving trade finance applications for logistics SMEs, promoting sustainable sector growth.
