The Development Bureau has launched a new tender for the short-term use of the former Hung Hom Railway Freight Yard site as a harbourfront event space, with bids accepted from Monday until January 22.
The successful bidder will develop, operate, manage, and maintain the space for about three years, opening it to the public for enjoyment.
The site forms part of long-term plans to transform the Hung Hom waterfront areas into a new harbourfront landmark.
Before permanent development, the pier will be revitalized temporarily into a character-filled event space and public open space.
For the land adjacent to the waterbody to the right of the Pier, it will become part of the event space site, expanding its area from approximately 1.5 hectares to 1.8 hectares.
New tender terms strengthen the operator's oversight of event organizers, establish regular communication and early warning mechanisms, and allow bureau intervention as the landowner to ensure proper use, positive visitor experiences, and consumer protection.
A two-envelope approach will evaluate bids, with technical proposals weighted at 70 percent—considering landmark events or installations, food and entertainment facilities, and nighttime activities—and price proposals at 30 percent.
An earlier tender mid-year was cancelled to incorporate the extra land and enhanced management requirements.
