John Lee awards 427 in grand Government House ceremony

Chief Executive John Lee Ka-chiu personally bestowed medals on 427 distinguished individuals at a formal investiture ceremony held Saturday morning in the Government House banquet hall, recognizing their outstanding contributions to the city across public service, business, education, and national security.

The event opened with Lee entering to ceremonial music, followed by the national anthem. Senior officials, including Chief Secretary for Administration Eric Chan Kwok-ki and Financial Secretary Paul Chan Mo-po, attended the proceedings.

Highest honor: Grand Bauhinia Medal for three pioneers

Lee first awarded the Grand Bauhinia Medal, the highest honor, to three recipients.

Lawrence Fung Siu-por, founder and chairman of the Hong Kong Economic Times Limited, was celebrated for his profound impact on media, economic development, and education, as well as efforts to position Hong Kong as a global financial hub.

Charles Yeung Chun-kam, the life honorary chairman of the Chinese General Chamber of Commerce, was recognized for decades of work strengthening trade ties between Hong Kong and mainland China while uniting the business community.

At 83, retired University of Hong Kong professor John Leong Chi-yan, an internationally renowned orthopedic surgeon, received the medal with assistance from his elder brother, Edward Leong Che-hung.

Despite retirement, he continued public service as president of the Open University and chairman of the Hospital Authority.

Gold Bauhinia Stars recognize legal and philanthropic leadership

Twenty recipients followed with the Gold Bauhinia Star. Among them, Secretary for Justice Paul Lam Ting-kwok was honored for leading the Department of Justice in fulfilling constitutional duties, particularly in drafting the Safeguarding National Security Ordinance amid external criticism.

His leadership, legal expertise, and resolve were highlighted as pivotal to the city’s security framework.

Karson Choi, chairman of the Sing Tao News Corporation, earned the award for extensive philanthropy in poverty relief, elderly care, and volunteerism, alongside advisory roles in public administration and youth development to strengthen national identity.

National security figures among honorees

Several figures central to national security also received Gold Bauhinia Stars, including former Police Commissioner Siu Chak-yee, Head of the Committee for Safeguarding National Security Edwina Lau Chi-wai, Secretary-General Au Chi-kwok, Deputy Commissioner of Police (National Security) Kan Kai-yan, and Court of Appeal Judges Maggie Poon Man-kay and Anthea Pang Po-kam. Executive Council member Lam Ching-choi, Hong Kong Federation of Trade Unions leader Stanley Ng Chau-pei, and Standing Committee Member of the Chinese People's Political Consultative Conference Irons Sze Wing-wai were similarly recognized.

Permanent secretaries from various policy bureaus, such as Civil Service Bureau Secretary Clement Leung Cheuk-man and Education Bureau Secretary Michelle Li Mei-sheung, also received the honor.

Other honors and new Justices of the Peace

The year 29 Silver Bauhinia Stars and 46 Bronze Bauhinia Stars were presented to further honorees.

Additionally, 66 individuals were appointed Justices of the Peace by the Chief Executive, including 48 non-official members, rounding out a comprehensive tribute to community and governmental excellence.
